This paper examines the structure created by Australia’s first independent regulator for charities and not-for-profit organisations, the Australian Charities and Not-for-profits Commission, established in December 2012 with the aim of improving the transparency and accountability of
the sector. The paper also examines why, barely 12 months after the Commission was established, the newly elected government proposed legislation to abolish it. The review is used to explore the fundamental question: is philanthropic money solely private money?
