In 2006, The Baring Foundation added a new focus to its Strengthening the Voluntary Sector Programme by concentrating on ways in which it might assist voluntary organisations involved in close relationships with government to pursue and secure a set of freedoms. This paper reviews and
reflects on the experience of the 22 organisations funded under the new programme in developing their organisational capacity and using this improved capacity in pursuit of their independence. The authors conclude by drawing out lessons that might help to guide the future actions not only
of other voluntary organisations but also of the statutory agencies with which they work.
